Mayor Williams included 39 "opportunity
enhancements" in his proposed FY 2007 budget -- a portion
of these are related to children, youth and their families. The
order in which additional revenue would be directed to these enhancements
is not final -- so YOU have a say in what gets funded and in what
order. DC Action for Children will share the results of this effort
with the mayor in mid-April in time for the community's recommendations
to be incorporated prior to the new revenue estimate release on
May 1. Please identify your priorities through this survey and
then encourage EVERYONE you know who has an interest in the District's
budget as it relates to children and youth to do the same.

DC Emancipation
Day
April 16 has special meaning for the District
of Columbia. On that day in 1862, President Abraham Lincoln signed
the Compensated Emancipation Act for the release of certain persons
held to service or labor in DC. The Act freed about 3,100 enslaved
persons in DC nine months before President Lincoln issued his
famous Emancipation Proclamation telegraphing the eventual end
of slavery to the rest of the nation. The Act represents the only
example of compensation by the federal government to free enslaved
persons. On January 4, 2005, Mayor Anthony Williams signed legislation
making Emancipation Day an official public holiday in the District.
Each year, a series of activities are held during the public holiday
-- this year on Monday, April 17, 2006.

Reading
of "The Other River: Ripples and Vibes from DC's Southside"
The
community playbuilding process that led to The Other River began
two years ago when Woolly Mammoth artists started working in schools
and social service agencies on both sides of the Anacostia River
to offer free theatre arts workshops to community residents. At
the same time, we collected oral histories from residents ranging
in age from young teens to people in their 70s -- these stories
were then passed on to playwrights Patrick Crowley and Karen Zacarias,
who shaped them into this extraordinary original play. This public
reading is an opportunity for the playwrights to get feedback
and for audience members to see a snapshot of the community playbuilding
process. Tickets are free, but reservations are required. The
production will appear June 23-25 at THEARC.
