SUMMARY:  The incumbent shall have the ability to provide comprehensive housing counseling to area residents; knowledge of HUD, and DC Housing Codes and Laws; ability to establish and maintain rapport with clients; ability to conduct in-depth interviews with clients to ascertain needed and relevant information; ability to develop financial budgeting plans and provide money management counseling; knowledge of First Right of Refusal or The Rental Housing Conversion and Sale Act of 1980; and knowledge of Tenant Associations by-laws; CRA Regulations; and knowledge of Legislation Fair Credit Reporting Act 1985.   

DESCRIPTION: 

Conduct face-to-face interviews with potential client to ascertain the client's problems and needs. 


Develop a formal or informal counseling plan for everyone who is to undergo counseling and presents information to the applicants in a constructive manner. 


Negotiate and establish repayment agreement with creditors (i.e., banks, mortgage companies, credit collection agencies, etc.) on client’s behalf. 


Maintain continuous contact with client through follow-up, telephone contact, letters, and home visits to evaluate client’s progress. 


Review and interpret Lease Agreements and Sales Contracts. Provide and Develop Financial Counseling and Budgeting Services.

Serve as liaison on behalf of the individual clients regarding landlord/tenant, delinquent/default mortgage etc.

Attend mass training sessions, seminars, workshops and conferences to stay abreast of current changes in the housing counseling field, and legislative changes as it relates to housing.

Serve as liaison on behalf of the individual clients regarding landlord/tenant, delinquent/default mortgage etc.

Provide counseling in rental/purchasing procedures, housing selection, home management, property care and maintenance, housing costs, shelter selection, consumer education, neighborhood preservation/revitalization and basic home repairs.

QUALIFICATIONS:
Must have a Bachelor's Degree in Social Welfare or related fields with emphasis in Housing and Community Development; a combination of three (3) to four (4) years of education and experience in housing counseling may be substituted for degree.  Incumbent must be Certified Housing Counselor and a Certified Occupancy Specialist; must have a general knowledge of DHCD policies and procedures or must demonstrate the ability to acquire and apply such knowledge quickly.  Incumbent must have the ability to communicate and write effectively and relate to people and groups from a variety of backgrounds.  Must be familiar with general office procedures (typing, filing, photocopying, dictation, etc.) and have a working knowledge of word processing.
