Demonstration Phase (1999-2001)

During the RCI Demonstration Phase, the work that went into planning and capacity-building came to fruition. 

Our signature RCI demonstration project is a child welfare initiative called the East River Family Strengthening Collaborative (ERFSC).  ERFSC is a model for a neighborhood-based service delivery system for children and families in crisis.  On October 1, 2000, ERFSC became an independent organization with MHCDO serving as the fiscal agent.
